The nuclear industry has the green light to move at speeds that would have been unthinkable a year ago. China is building 150 reactors by 2035 and will surpass US nuclear capacity by 2030. Every month of delay is ground lost in the race for AI supremacy and national security.

From Test to Grid: The Translation Gap
While most of the industry is still processing what the emergency declaration means, we've been thinking deeply about what bottlenecks it will create. As efforts accelerate on advanced reactor testing and AI infrastructure deployment, we identified a critical friction point: the paperwork gap between testing and commercial licensing.
Here's what happens today: When companies test new reactors at Department of Energy facilities, they document everything in a DSA (Documented Safety Analysis), which covers every safety system, test result, and operational procedure in detail.
When that reactor is ready for commercial deployment, the company must apply for Nuclear Regulatory Commission approval. That application is called an FSAR (Final Safety Analysis Report)—often thousands of pages of technical documentation.
The problem? These documents (and regulatory bodies) don't speak the same language.
The chapters are organized completely differently. DOE's "Facility Description" becomes NRC's "Design of Structures, Systems, and Components." DOE calls something a "safety class system"; NRC calls it a "safety-related SSC." Every technical term has different definitions. Every claim needs new regulatory citations in different formats.
Companies could spend months manually cross-referencing thousands of pages, restructuring content, translating terminology, and hunting down regulatory justifications. What should be straightforward—"here's our proven safety documentation"—becomes months of expensive, tedious rework for every single reactor.
This is where AI can solve a problem the nuclear industry has been managing manually for decades.
That's why we've built the DOE-to-NRC Crosswalk Tool, a system that maps between two different regulatory frameworks, on the Microsoft Generative AI for Permitting capabilities — and will be releasing it for free to accelerate the industry's path toward energy abundance.
The Crosswalk Tool
The Crosswalk Tool transforms what could take months of manual translation work into hours. It provides a starting point, first draft, supporting resources, and an editing tool for iterative refinement—handling everything from initial DSA-to-FSAR mapping to final citation verification.
The goal isn't to replace expert judgment, but to concentrate it where it adds the most value. Every output remains human-reviewed, source-cited, and traceable.
It maps DSA content to appropriate FSAR chapters (DSA Chapter 2 "Facility Description" becomes FSAR Chapter 3 "Design of Structures, Systems, and Components"), translates hundreds of DOE-NRC terminology differences, and categorizes uploaded content into editable outlines with full citation tracking.
The output: preliminary FSAR text with regulatory bases pre-populated, gaps highlighted, DOE-only content flagged, and AI notes marking where human expertise must intervene.
Proven Timeline Compression
Everstar's AI platform has already demonstrated this level of timeline compression with purpose-built AI.
A pilot conducted with Last Energy proved that an eight-week environmental assessment process can be compressed into a single week, with research and drafting completed in hours instead of months. When major document changes arrived overnight, the system reconciled them automatically, avoiding weeks of manual rework.
If AI can compress environmental reviews by this margin, standardized DOE-to-NRC mappings could save the industry weeks, if not months, on every reactor transitioning from DOE testing to NRC licensing.
